Office of the City Council
On motion severally made and severally seconded
by the members present, it was
RESOLVED, as the City Council (Sangguniang
Panlungsod) of the City of Cagayan de Oro hereby
resolves to adopt the following:

No. 7168-2000
AN
ORDINANCE ADOPTING THE NEW OFFICIAL SEAL OF
THE
CITY OF CAGAYAN DE ORO AND FOR OTHER PURPOSES
BE IT ORDAINED by
the City Council (Sangguniang Panlungsod) in session
that:
SECTION
1. New
Official Seal – There
shall be adopted a new official Seal of the City of
Cagayan de Oro, which is illustrated below with the
following symbols and their corresponding meaning or
interpretations:
1.
“DAKBAYAN SA CAGAYAN DE ORO” IN GOLD LETTERS.
This stresses the fact that the city has been and
still is a reach of repository of quality gold that are
being extensively mined until today. It also signifies
the city’s emergence and recognition as a major
economic center and open city for golden opportunities
not only in Mindanao but also in the emerging East ASEAN
Growth area (EAGA) IN the near future.
2.
THE CENTRAL CORE
(a)
THE
THREE STARS AND ONE SUN
– This is a reiterative on the inviolable solidarity
of Luzon, Visayas and Mindanao as integral component’s
of the Republic of the Philippines to which the city is
totally committed to help defend and preserve against
any and all intervening internal or external despotic
forces wishing to tear asunder our territorial
solidarity and contiguity.
(b)
WHITE
DOVE IN FLIGHT IN NATIONAL FLAG
– This Symbolizes our continuing search for genuine
and permanent national peace. The white dove in flight
signifies city’s indefatigable determination to pursue
its peacemaking role in Mindanao where peace remain more
elusive and a serious threat to our national solidarity
and experience.
The
problems in Mindanao can be traced largely to the
persistent indifference and negligence by the national
government in responding to its true needs for
requirements and developments and instead allow the
relegation mindanaoans as third-class and the open
exploitation of Mindanao as the milking cow of the few
greedy and rapacious non-mindanaoans. And this are now
the root cause to the protracted insurgencies and
secessionist movement not only at the cost of many lives
but also of lost opportunities for economic developments
so necessary for our national prosperity and political
stability. The central thrust of the city’s
peacemaking guideline in helping solve Mindanao’s
problem is the total renouncement of the use of force
and instead solve a problems thru a series of honest and
sincere dialogues focused on the attainment of mutual
understanding and common welfare for all.

THE TWO CLOSING GREEN LAUREL TWIGS EACH WITH 40
LEAVES
These symbolize the 40
urban and 40 barangays that constitute the demographic
profile of Cagayan de Oro CITY. Their color signifies
their individual verdant and abundant indigenous
resources readily available for conversion into
productive and profitable uses. Their equal sizes
connote their new autonomous political status granted
under this administration and enjoying their rightful
equitable shares in vital assistances and equal respects
as partners of the city government for effective and
speedy delivery of public service.

“MINDANAO PHILIPPINES” IN BOLD RED LETTERS
This signifies the city
solidarity behind Mindanao’s open clamors and demands
for equal attention, treatment and respect by the
national government primarily to erase the degrading
relegation of the mindanaoans as third class citizens
and the derogatory exploitation of Mindanao as mere
milking cow by the few greedy and rapacious non-mindanaoans.
Today’s clarion call is for Mindanao to be
autonomously governed by mindanaoans and for the welfare
and well being of mindanaoans.
This
also signifies the united stand of the greater majority
of mindanaoans to defend and to preserve Mindanao as
integral and inseparable component of the Republic of
the Philippines against the rebellious efforts of
secessionist forces even to the extent of spilling their
blood. However, Cagayan de Oro City shall remain in the
vanguard in our collective search for peace full ways
and means to permanently resolve this bloody controversy
that is denigrating our national honor and dignity and
undermining our struggles for national socio economic
prosperity and political stability.
5. “
DAKBAYAN SA BULA WANONG PANAGHIGALA-AY” IN BLACK
LETTERS
This stresses as it also
perpetuates Cagayan de Oro’s status and accolade as
the City of Golden Friendship in due recognition of the
spontaneous camaraderie and open hospitality that are
inherent and traditional traits of its people. It also
signifies the fact that Cagayan de Oro is among the most
peaceful and safest cities in the country and that the
city is fast becoming a premier convention city and
preferred tourist destination in Mindanao.
RECAPITULATION
The
new logo at first sight in its totality is a picture of
uncluttered simplicity; subdue dignity, solid unity and
imposing discipline – all of which strongly
characterizes the core personality and public service
thrust of the incumbent administration. It is done on
the local vernacular to stress the city's close affinity
with its constituency that it is beholden to serve and
represent for all times.
The
new logo also strongly signifies the successful
metamorphosis of Cagayan de Oro into a major economic
center in Mindanao and possibly in the emerging EAGA in
the near future mainly through the united efforts of its
various sectors and city officials.
It
also stresses the city's leading role in Mindanao’s
demands for equal attention, treatment and respect by
the national government and in the search for genuine
and permanent national national peace. Above all, it
clearly defines the city's resolute stand on Mindanao's
solidarity with and indivisibly from the Republic of the
Philippines for eternity.
The
new logo also expresses the city's total adherence to
democratic governance in close partnership with its
autonomous barangay units to render constructive,
productive and honest public service at all times.
Finally, it justifies the perpetuity of the city's fame
and accolade as the City of Golden friendship and now as
the City of Golden opportunities.
SECTION
2. Use of New Official Seal
– The new official seal described herein shall
henceforth be, or cause to be printed, stamped or sewn,
exclusively in all city government stationeries,
identification cards, official documents, banners,
signs, posters and other similar materials as authorized
by the City Mayor or the City Council (Sangguniang
Panglungsod).
SECTION
3. Prohibition – it
shall be unlawful for any private person, natural or
juridical, to use, deface, desecrate or make fun of the
new official Seal of Cagayan de Oro City.
SECTION
4. Penalty clause –
Any person, natural or juridical, found violating the
provision of Section 3 hereof shall be punished with a
fine of not less Php 500.00 nor more than Php 1,500.00
or an imprisonment of not less than (1) month and ten
(10) days nor more than four (4) months, or both such
fine and imprisonment at the discretion of the court.
SECTION
5. Repealing clause –
The provision of existing Ordinances inconsistent hereof
is hereby deemed modified, amended or repealed
accordingly.
SECTION
6. Effectively – This
Ordinance shall take effect fifteen (15) days following
its publication in a newspaper of general circulation.
